My theory – the xbox streaming thing is about a tiered approach. Cloud only is the cheap option, owning an xbox is the mid range, and a full on windows gaming machine is the elite. Higher options kill lag. Stream from the cloud or your own machine depending where you are and what you paid for.
So it’s not cloud OR hardware, it’s both as part of a package at different levels.
